A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §22-29-1, relating to to requiring new facility projects of public agencies and projects receiving state funds, to be designed and constructed complying with the International Code Council 2009 International Energy Conservation Code and the ANSI/ASHRAE/IESNA Standard 90.1-2007.

Be it enacted by the Legislature of West Virginia:

    That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new article, designated §22-29-1, to read as follows:

ARTICLE 29. MINIMUM ENERGY STANDARDS.

§22-29-1. Minimum energy standards for new facility projects of public agencies and facility projects receiving state funds.

    All new facility projects of public agencies and all facility projects receiving state funds, including public schools, shall be designed and constructed complying with the International Code Council 2009 International Energy Conservation Code and the ANSI/ASHRAE/IESNA Standard 90.1-2007. This provision applies to projects that have not entered the schematic design phase prior to July 1, 2011.




    NOTE: The purpose of this bill is to require new facility projects of public agencies and projects receiving state funds, to be designed and constructed complying with the International Code Council 2009 International Energy Conservation Code and the ANSI/ASHRAE/IESNA Standard 90.1-2007.
